Dear friends!
On behalf of the State Committee of Sport I would like to welcome all the guests and participants of the Second Moscow International Festival "Diving 2004".
I am happy to admit that diving - a relatively new activity for Russians - has reached the level of organizing a special Diving Show. This goal was successfully achieved last year by the Association on Diving Promotion together with the exhibition company "Global Expo". This event has united in the business-center of "Radisson Slavyanskaya" Hotel all people whose activity is connected to diving: manufacturers and distributors of diving equipment, specialized shops and stores, diving clubs, educational organizations, diving media. Besides, there has been held 2 remarkable events: the First Moscow International Festival of Underwater Movies "Black Pearl" and the Second Russian Open Festival of Underwater Photography.
Last year there were more than 6 thousand visitors during 4 days of the Festival. This proves the need for such kind of show and its unquestionable success. I strongly believe that this year there would be much more guests at the Festival - those who know very well the amazing underwater world or those who only plan to discover it. I wish all of You good luck and, as divers say, deep and clear water!

The official inauguration of the Moscow International Festival "Diving 2004" was held on February 19, 2004. Famous sportsmen, public figures and politicians took part in the ceremony: Gennadiy Aleshin - first vice-president of the Olympic Committee in Russia; Anna Arzhanova - president of the Russian Underwater Federation; Anesh Meystri - tourism attache of South African Republic; Oleg Chebukin - president of the festival "Diving 2004"; Gennadiy Gruchya - president of the Festival of Underwater Photography; Kirill Madulevskiy - president of the festival of underwater films "Black Pearl"; Elena Demidova - general director of "Global Expo", organizer of the festival; and others.

Over 60 companies took part in the Festival, including Russian and foreign manufacturers and suppliers of equipment and outfits for diving and underwater hunting, equipment for photo- and video shooting, as well as firms providing services in diving - from training systems to equipment's hire. Among exhibitors at the Festival there were trading companies, shops, dive centers and training schools, amateur diving clubs, tourist companies, specialized press, international and Russian public associations, photo- and video studios.
One of the honorary guests of the Festival was Mr. Daniel Mercier - president of the Antibes Festival, France.
Appeal of Mr. Daniel Mercier to Russian divers was printed in the festival catalogue "Diving 2004":
Diving in Russia is prospering. I am glad that I was one of the witnesses of ifs birth. I remember well how it all started. And, as the utmost point of its development last year the International Diving Festival in Moscow appeared. It opened up the endless horizons of Underwater Universe in all its diversity.
The ideas of the Festival are indeed international. Festival Mondial de I'lmage Sous-marine in Antibes, which in November 2003 celebrated its 30th anniversary, has found its continuity in the structure and program of the Moscow Festival. Last year I was delighted to bring here the prizewinner of Antibes-2003. I am sure that the Moscow International Festival will fulfill the best experience accumulated in the last decades.
I welcome all my co-thinkers, all whose heart is touched by the sea. I wish You many exciting, vivid and safe dives. See you under water!

For four days professionals and amateurs of diving attended seminars, master classes and presentations, organized by leading companies, specializing in the manufacture of diving equipment, such as: Camaro, Technisub, Tusa, Scubapro, AquaLung, Sea&Sea, WaterProof.

In the framework of the Moscow International Festival "Diving 2004" there were also held the second Moscow International Festival of Underwater Films - "Black Pearl" (more than 70 films from 16 countries of the world were sent to the contest) and the third All-Russian Open Festival of Underwater Photography.. An open competitive view of underwater films was in one of the halls, and at nights works of prizewinners of the Antibes Festival were demonstrated. The Center of Underwater Photographers of Russia presented more than 200 photos.

The official award ceremony was held on the 21 February 2004 in the conference hall of "Radisson Slavyanskaya" by a famous diver Valdis Pelsh. He testimonialized festival's awards to the best video operators and masters of underwater photoshooting.

Films, participating in the Festival "Black Pearl", competed in 7 categories:
- "Grand-Prix". All films, presented to jury's judgement, irrespective of the theme and length are viewed. The best gets "Grand-Prix"!
- "Best TV Programme about Diving" - interesting, cognitive, real plot; attention's attraction to problems of the underwater world (for example, ecology, history); good emotions - propaganda of safe underwater dives.
- "Best Camera Work" - firstly, shooting conditions on complexity, depth and so on, and the main - operator's skill are taken into consideration.
- "Big Trip" - club or family film, attracting attention to diving and trips as active mode of life, club activity.
- "Film about animals" - "uncommonness" of film's hero - inhabitant of the underwater world; complexity of shooting; careful attitude of a film unit to living objects is taken into consideration.
- "Diving in Russia" - attention's attraction to dives in Russian waters, self-descriptiveness.
- "Wreck" - originality of a sunken object, subject with historical reference, quality of shooting.
- Special award of the festival "Diving 2004" " - for the most original idea of underwater film.
Information and advertising support for the Festival was provided by the following magazines: Autopilot, Octopus, Octopus-Pro, Underwater Club, Neptune 21st Century, Undersea Review, Russian Focus, Russian Entrepreneur, Aqua and newspapers - Nezavisimaya Gazeta, The Foreigner, as well as Russian leading TV companies and radio stations.
